Planning policy DM H01 requires the project to justify replacing any existing buildings with the new dwellings. This is achieved is through the use of a Carbon Lifecycle Analysis (CLA). Within the analysis the following scenarios are assessed:
Refurbishment the existing to meet Part L1b (2013)
- Embodied carbon in new insulation to meet Part L1b
- CO2 emissions associated with the refurbishment:
- Transport of staff
- Materials
- Waste disposal
- Operational CO2 emissions over both a 30 and 40-year life cycle
Replace the existing with a New Build to meet LBRUT requirements
- Embodied carbon of existing building structural elements; roof, walls, floor and openings
- CO2 emissions associated with the demolition and transport of staff to and from site
- CO2 emissions associated with the transport of building materials, the physical construction and transport of staff
- Operational CO2 emissions over both a 30 and 40-year life cycle
This analysis showed the CO2 emissions associated with the development of three modern houses are less, over the agreed life cycle, than maintaining the current dwelling even after refurbishing it to Part L1b (2013) standards
